Tajikistan: Rural Water Supply and Sanitation Project

Consulting Services for the develpment of the national water supply and sanitation program

Project description

Development of the new programmatic document, which will define a “national vision” for the WSS sector and lay out the trajectory of the sector’s development in achieving targets set in other strategic documents of the Republic of Tajikistan.

Analysis of technical, legal, institutional, financial, economic and regulatory aspects of the water supply and sanitation sector in Tajikistan; Identification of the key gaps/challenges and assessment of the areas of focus to address those gaps within the next 10 years through a program of consistent measures formulated in a roadmap (Action Plan), taking into consideration the various risks involved, financing mechanisms, and identification of potential priority investment projects in the sector.

Visions focus:

• Upgrade the institutional framework to establish a coherent legal, institutional and regulatory framework enabling further development of the WSS sector and improving the overall sector governance framework;
• Increasing coverage with safely managed water supply and sanitation services, especially in rural areas through construction of new and modernization of existing infrastructure;
• Promoting and ensuring efficiency of WSS services;
• Optimizing financing of the WSS sector;

RIVEROs tasks

• Support for the implementation of the inventory and analysis of the current water and wastewater sector in Tajikistan ("Baseline Study")

• Support in the development of a national water and wastewater database (water and wastewater cadastre)
• Support in the development of investment plans
• Support in the definition of development plans for water supply and sanitation companies
